How can I learn hair and makeup for glitz pageants?

It is upwards of $150 for services at the local and State level and $250 and up at Nationals. It really adds onto the expenses. No makeup artist from pageantry so far is willing to teach. Any suggestions? Keep in mind that pagent h/m is different from a wedding or a photo shoot.How can I learn hair and makeup for glitz pageants?
I looked in Google for glitz pageants and there a web sites with a contact us box..You could make enquiries with them.

For girls hair about 4 to 9 you could do this. http://mud-bug.com/wp-content/uploads/2009/04/glitz2.jpg . Brush some hair to the front and put in their fall then pull back the front hair with a bow leaving a few curls hanging to sides of face. :) Or hav front hair down and put the rest in a wiglet.
